Ernst Brugger (March 10, 1914 - June 20, 1998) was a Swiss politician.

He was elected to the Federal Council of Switzerland on December 10, 1969 and handed over office on January 31, 1978. He was affiliated to the Free Democratic Party of Switzerland. During his office time he held the Department of Economic Affairs.

He was president of Switzerland in 1974.
