Eugène Ruffy (August 2, 1854 - October 25, 1919) was a Swiss politician.

He was elected to the Federal Council of Switzerland on December 14, 1893 and resigned on October 31, 1899. He was affiliated to the Free Democratic Party of Switzerland. During his office time he held the following departments:
