According to the Jargon File, a Luser Attitude Readjustment Tool (LART) or clue stick or clue by four is "something large, heavy and painful, used to respond appropriately to particularly annoying lusers". Basic LART techniques generally involve turning off the user's access to computer resources.
LARTs are also useful in ISP abuse departments, particularly against spammers.
