She was born in Graceville, Minnesota, and attended St. Mary’s College, South Bend, Indiana and St. Katherine’s College, St. Paul, Minnesota. She was a member of the Guam Senate, unsuccessful candidate for Governor of Guam in 1990 and Lieutenant Governor of Guam from 1995 - 2002.
