Levin had been executive director of the Port Authority of New York and New Jersey since May 2001.

Levin was the Superintendent of New York State's Insurance Department from 1997 to 2001. From 1995 to 1997, he had been Superintendent of New York State's Banking Department. Before that, he had been an investment banker at Goldman, Sachs & Co

He went missing at age 46 in the September 11, 2001 Terrorist Attack in the destruction of the World Trade Center.
