Keith Joseph (1970-1974) Barbara Castle (1974-1976) David Ennals (1976-1979) Patrick Jenkin (1979-1981) Norman Fowler (1981-1987) John Moore (1987-1988) In 1988 the role was split with the department into the Secretary of State for Health and the Secretary of State for Social Security.
